Build the fleet deliberately.

The acquisition phase centers on obtaining commercially available autonomous vehicles, establishing title/registration/insurance compliance, and securing the charging, parking and service infrastructure needed to support them. The initial fleet is intended to remain manageable until real-world economics are proven.

VEHICLE FLEET

Purpose-built autonomy changes the operating model.

Tesla describes Cybercab as a fully autonomous two-seat vehicle without a steering wheel or pedals, designed for its Robotaxi fleet. Tesla reported in July 2026 that Cybercab production had started and that engineering test drives of production vehicles were underway. Quantum Rides' plan remains conditional on third-party commercial availability, manufacturer terms and Arizona operating requirements.

CHARGING

Charging is operating capacity, not just an outlet.

Fleet charging has to match duty cycle, vehicle availability and site capacity. Quantum Rides' approach is to secure dependable overnight and opportunity charging, then automate or expand charging infrastructure as supported by the vehicle platform and fleet size. Charging time, queueing and state-of-charge will be treated as measurable operating variables.

MOBILITY HUBS

Staging where the fleet can reset, recharge and return.

Mobility hubs are planned as permitted locations for parking, charging, cleaning, inspection and light operational support. Hub count and location should follow real fleet geography rather than assumptions. Phoenix Sky Harbor already has designated autonomous-vehicle pickup/drop-off locations and a commercial ground-transportation permitting framework, demonstrating the importance of formal operating locations and access rules.

REPOSITIONING

Put idle vehicles closer to likely demand.

A fleet that can move without a passenger creates a different logistics problem: where should an available vehicle wait, when should it charge, and when should it move toward the next demand zone? Quantum Rides intends to use utilization patterns, service areas, hub locations and network rules to reduce unnecessary dead time while keeping vehicles available where demand is strongest.

CLEANING & INSPECTION

Autonomous does not mean unattended.

Passenger-facing vehicles still require frequent presentation, interior condition checks and rapid issue escalation. The operating plan calls for repeatable cleaning and inspection standards at hubs or approved service locations, with issues documented before vehicles return to service.

Arizona's autonomous-vehicle framework requires vehicles to satisfy applicable federal and state safety, registration, insurance and traffic-law requirements. Those rules reinforce the need for disciplined fleet readiness and documentation.

MAINTENANCE

Downtime is a fleet metric.

Maintenance strategy is designed around preventive service, manufacturer-supported repair channels, tire and wear-item management, software/vehicle health alerts and rapid return to service. As the fleet grows, Quantum Rides can use downtime data to determine reserve-vehicle needs and service capacity.

Program & Regulatory Access

Arizona permits fully autonomous operation only when applicable federal and state requirements are satisfied, including registration, insurance and the required law-enforcement interaction plan/acknowledgment for operation without a safety driver. Quantum Rides must also satisfy any local commercial transportation, airport and manufacturer-network requirements that apply to its actual operating model.

Initial Deployment

The first deployment is intended to be intentionally limited. The goal is to validate charging, cleaning, inspection, repositioning and maintenance procedures while gathering real utilization and cost data before committing to aggressive fleet expansion.

Measure Economics

Management will evaluate revenue per vehicle, rides and paid miles, charging time, cleaning expense, maintenance cost, insurance, downtime and hub costs. The objective is to understand contribution economics at the vehicle and fleet level before scaling.

Expand the Network

Expansion can include additional vehicles, new staging/service hubs and broader East Valley coverage. Growth is intended to follow demonstrated demand and operating readiness rather than a fixed vehicle-count target.
